A new country is established, which prioritizes the teaching of all the world's major languages to its youth before it gets deep into other subjects. Because of this, and because all the country's population would then know these particular languages, each individual subject (e.g. history, math, science) is also assigned a language in which it is deemed to best learn the subject, and therefore is taught mostly in that language which is best for the subject. This reinforces the use of each of the main languages, as well as many other aspects of the culture, such as particular types of events and particular places using one over the other, or many places mixing each of the languages.
