Axis 1, membership (board, sha-independent): #272 has nine sub-issues -- 147 246 248 249 265 266 268 271 17. All EIGHT greenlit ride members present, every one CLOSED at state: ACCEPTANCE. #271 is attached but carries state: SHELVED, which IS the greenlit form ("#271 shelved 09:41Z") -- it rides nothing, so not an addition; recorded, not flagged. #148 is NOT a sub-issue: detached, BACKLOG, exactly as the intake specified.

Axis 2, fulfillment (traceable-reqs.toml at 25e60015): all ELEVEN named REQ ids declared AND activated with real required_stages, each citing its releases# number. #17 is a board flip not a REQ -- verified separately on the board, CLOSED at ACCEPTANCE, discharged.

So nothing is owed on the issue: no reason comment, no relocation, no move back to eval. Intake does not gate r3.

TWO CAVEATS I am not papering over. Axis 2 was read at 25e60015, not at the r3 head that does not exist yet -- a rider could touch traceable-reqs.toml or move a tag, so I RE-RUN the registry half at the real head before golden. Axis 1 does not move with the sha and stands. And the IR-54 release-shape check is still owed at the head; r1 and r2 both arrived unshaped and I authored version material on top both times.

Shape fact hertz needs and now has: 25e60015 is main (e4444413) plus exactly ONE commit, my version-material commit. Every wave is already on main. If r3 is assembled off main without that commit the head arrives unshaped again.
