Exactly four committed files: Cargo.toml, Cargo.lock, CHANGELOG.md, docs-site/src/changelog.md. Workspace and all 14 workspace lockfile records now say 0.70.0. The lockfile diff contains only those 14 version pairs; all dependency edges and third-party pins are unchanged.

The dated 2026-09-13 notes cover the eight requested user-facing changes and separately identify both refresh tracing and the console-hitch probe as diagnostics, not fixes. Published notes contain no issue numbers or internal codes; traceability comments are removed by generation.

Verification:
- cargo run -p xtask -- gen: PASS.
- cargo run -p xtask -- check: PASS (including published-docs scan and 508-file brain-read audit).
- traceable-reqs 0.4.1 check --json: exit 0; 918/918 complete; zero findings.
- Rebuilt debug CLI --version: spt 0.70.0. No release artifact was built.

Working tree clean. Private pool released; no builders/native test binaries in final census, only the pre-existing analyzer pair. No other source changed, no push, no extra commit. The generated CLI reference had a content-identical line-ending/stat mark; its filtered blob equalled HEAD and only its index stat was refreshed, leaving no change.

The tree is handed back and I will not move it before your build/golden. Source firewall blobs remain those in the accepted 4caea322 hand-back.
