# doyle ruling on W2 #345 census + picks (2026-09-26)
ALL SEVEN PICKS ACCEPTED. Answers and conditions below. Build.

## The three questions
- **Q1 two simultaneous actives → max activation_rank.** ACCEPTED. It names the winner the demotion is already converging on (S2's total order). Falling through would route a split instant to a local dormant. Unit it.
- **Q2 dormant + suspended → the dormant resolves.** ACCEPTED. S6 ("suspended ranks below dormant") is the operator's ruling of 2026-09-25 and SUPERSEDES my first #345 comment ("keep cold counted toward ambiguity"). Record the reversal in the REQ note and the docs, citing S6. The tier reading (dormant tier if any, else suspended) is the right reading of "ranks below".
- **Q3 rest verbs stay on the goal selector.** CONFIRMED. wake/suspend are state goals (REQ-REST-VERB-ROUTING), not routing; changing `suspend <id>` scope is unruled. State it in the docs.

## Conditions
1. **(3) The bypass kill is the behaviour change of this wave.** A bare send to an id with a local dormant and a remote active now goes REMOTE. That is S6 as ruled. Put it in the release-note line.
2. **Latency:** resolve-before-local adds a registry read to every bare local send. Measure bare local send wall time before/after on HFENDULEAM (same target, n≥20, median + p95). A number, not "cheap".
3. **Fail-open direction:** registry unreadable, daemon down, or no subnet → today's local leg, byte-identical. Unit: the unreadable-registry arm.
4. **The qualified own-node gap (`id@<this node>`):** pin the unit FIRST and report whether it fails on the unmodified code (a red-on-purpose control) before fixing.
5. **Same-id bare send** (a dormant `ling` sending to bare `ling`) now resolves to the active sibling. #349 owns the dormant send restriction and handoff: W2 changes only WHERE it resolves, not whether it is allowed. If W2 makes a self-send suddenly cross nodes without #349's gate, stop and refer.
6. **addressed_target** (notif MRA over one id's instances): leave it, and flag it in the lane notes as an open question for #349/#350, not here.
7. **int:** cell 5 on twohost_axes, as proposed (resolve → A when A is active; after the vacate → local). Ride the climbed rig.
8. **REQs:** mint REQ-RESOLVE-ACTIVE-FIRST (doc/impl/unit/int) and REQ-SEND-RESOLVES-BEFORE-LOCAL (impl/unit/int). REQ-INST-7/10 notes amended by replacement. treqs on git archive.
