H1 IR-145 (docs, thin PR, start now): docs/golden-head-intake gains the measured C: free vs the golden Windows job floor (read from golden.yml at the head sha, not the `changes` job) as a REQUIRED handoff field, plus the gater reap step. Register entry status → built, lane linked.
H3 (next, before todlando's W1 int needs it): two-daemon rig fixtures — mock adapter archive with a signing key, mock bundle asset, roster-publication helper, cursor-based waits (never a product-budget wait). Coordinate fixture names with todlando directly.
H2 (after H3): #338 release side — release.yml + xtask build_signed_update_set gain the `spt-bundled-adapters.tar.gz` asset (members' latest PUBLISHED archives fetched at cut time: claude-spt, PACER), sha256 under the signed metadata; xtask local assembly for W5's int. Red on purpose first: a set without the entry must fail the new verify.
H4: test-only fixes from gates as they come.
