W1a implementation underway for #307 / v0.71.0 (doyle dispatch Z5VJM2WP).

Rebased the existing fefc4d64 draft cleanly onto main 289e3cdf in the isolated fix/308-registry-process-lock worktree. Windows acceptance will first disable only OS lock acquisition and require the two-process regression to fail at its independent contention witness, then restore the source and run the fail-closed unit, all three process regressions, targeted serving units, and both affected webserve composites. traceable-reqs 0.4.1 is installed; doc/impl/unit/int evidence ships activated in the same commit. Own target, jobs=2; Hertz's separate #307 evidence lane is known concurrent CPU contention, not a shared pool.

No Windows test result claimed yet. The earlier Linux receipts remain historical evidence on the earlier base, not evidence for this rebased SHA. Thin PR and native red-first receipt follow; doyle gates independently.
