## Ruled CI-budget rider

Doyle `YBFPPKV4`, operator-delegate ruling for releases#307 / IR-143. Base `71165e3540295d7b7b9af98d6e1a06163261b0cc`.

The test and unit settings remain matrix-wide, as before. n1-gate and every other job budget remain unchanged. No changes to the 900s pairing budget, job dependencies, failure/cancellation conditions, steps, product code or test bodies.

## Evidence motivating the ruling

Golden #3 run35349501073 Windows job105614091181 completed every step successfully (Phase A26.4min, Phase B31.1min, doctests, clippy, E2E, docs gate; Complete job14:39:57Z), then the80min cap cancelled it during post steps at80m28s wall. Green references: v0.70.0 run34957614641 (09-15)55.4min; run34474627303 (09-10)66.3min. Thin Windows unit takes28–35min uncontended against40min, with three timeout VOIDs today (10:51Z,12:07Z and the authorized gate overlap). Twohost reference A30–31min, B17min; both receive symmetric60min walls.

These are Doyle's incident measurements, not fresh reproductions. No same-SHA failed workload was rerun for this configuration change. Larger finite caps supply headroom; they do not repair starvation or authorize cargo overlap.

## Register / scope

IR-143 was unused at apply. Copy the supplied draft verbatim, including Third instance and Fix candidates, retaining its OPEN discipline status. The Built(a) annotation identifies this PR; option(b), a pre-leg CPU-load gate, is not implemented. IR-142's paired-start acceptance remains separate and unclosed.

## Verification

- PyYAML6.0.2 parsed both workflows; dependency graphs remain valid.
- Semantic comparison against base permits exactly the four timeout changes above. All other workflow values unchanged.
- Copied IR-143 draft checked byte-for-byte against `.spt/preserved/307/INFRA-REGISTER-draft-v0710-close.md`.
- Final `traceable-reqs check --json`: **927/927 complete, zero findings**, exit0, including the Built(a) PR-link annotation.
- No local cargo, host probes or runner actions. Runtime CI completion under the new caps is not yet claimed.

Merge order is Doyle's: PR#235 first, this rider second, then deployah's r4 assembly. No merge or golden dispatch from this lane.
