ci(budget): raise the wall clocks a green Windows leg now outgrows

Doyle YBFPPKV4, operator-delegate ruling for releases#307 / IR-143.
Golden #3 Windows test job 105614091181 completed every step success:
Phase A 26.4 min, Phase B 31.1 min, doctests, clippy, E2E and docs gate;
Complete job was 14:39:57Z, then the 80-min cap cancelled the leg during
post steps at 80m28s wall. Green references: v0.70.0 run 34957614641
(2026-09-15) 55.4 min; run 34474627303 (2026-09-10) 66.3 min.

Thin Windows unit takes 28-35 min uncontended against 40 min, with three
VOID legs today (10:51Z, 12:07Z and the authorized gate overlap).
Raise golden test 80->120, both twohost roles 40->60 (A reference 30-31
min, B 17 min; symmetric headroom), and thin unit 40->60. Keep n1-gate
(10-min reference) and every other job budget unchanged. The 900s pairing
budget, failure gates and product/test bodies do not change.

Preserve Doyle's IR-143 draft verbatim, including Third instance and Fix
candidates. Raising finite caps is option (a), not a CPU-starvation fix,
permission to overlap local cargo, or implementation of option (b).
