ACK2000ms and recovery15000ms bounds unchanged. First recovery fixed; >=90% timely, no3 consecutive misses, all complete, startup backlog still bounded. Sparse periodic stalls can pass this recovery cell; the comment explicitly assigns that class to #302's field gate.

Per NY74D2CR, PR creation is deferred until Doyle's independent second-producer cell passes. No merge or main advance performed.
