Pending: Doyle/operator-owned ENLYZEAM transfer/restage, Hertz STEP3 field capture, local+remote rc responsiveness. Gate remains ALL original STEP2 predicates PLUS zero broker-runtime NET_GATEWAY_LOOKUP_BEGINs over the entire retained log including startup. Original STEP2 FAIL and retained13-gateway positive control remain unchanged. No ENLYZEAM action is authorized by this handoff.
