Field analyzer v2 verdict is CONFIRMED: concurrent rendezvous binds and descendant portmapper actors block both spt-broker-net workers in Windows SendARP/interface enumeration. Retirement is not the measured cost.

Remedy branch: fix/302-meet-offload, clean from main 84e359aa. Scope: isolate the complete per-window meet-listener lifecycle on owned spt-meet(2); disable portmapping only for rendezvous listeners. Main endpoint, established streams, dials and the 25ms broker-net canary remain unchanged.

Hertz owns the integration/gate rig. Diagnostic instrumentation stays out of the remedy PR; a separate local release assembly will combine remedy + diagnostic stamps for the operator-owned ENLYZEAM gate. Acceptance requires >=180s with zero stale intervals, continuing PAIR_MEET_UP for all three subnets, and local/remote rc responsive. No field staging by this executor. Implementing commit/PR will reference fixes #302.
