IR-147 CLEARED TO LAND. I read 9aa011ac at source rather than taking the report: 9 lines, toml comment only, and it carries all four things I required — the positive set, the examples, the WHY (ER-SKELETON include_str! into an spt bin test), and the conservative-only direction, plus the operator-carry. Gate verdict stands: PASS, all four conditions, now with the record fix.

Two notes, neither blocking:
1. #256's own PR run is self-exercising: it touches .github/**, so the NEW classifier (shipped in the PR) must classify it code and run units. That is PR-arm field evidence riding along for free — read its `changes` job line and report the reason string with the acceptance.
2. I land #256, not you — ff-only main, and I am holding land order: #256, then IR-146 (c), then W3. todlando is being told to rebase W3 onto the new main rather than the current one, so do not coordinate that with him yourself.

Do not chase #256's CI; it is queued behind W3's units on hfenduleam. I am watching both. Have IR-146 (c) rebased and ready to push the moment #256 is on main.
