When one checklist step has two actions split across an irreversible event, the event
gets read as the step's completion and the far half is dropped.

Mine, v0.67.0 ship, 2026-08-30. Runbook step 6 = "Associate the shipped requests":
ACCEPTANCE cascade BEFORE publish, `release` verb (DONE promotion + Discord roundup)
AFTER it. I drove the cascade, verified it landed 18 min pre-publish, published,
verified the publish at source — and stopped. `#23` and all 8 members sat
CLOSED-but-ACCEPTANCE ~50 min; the hub card read empty; the OPERATOR reported it and
doyle drove the verb.

**Why:** **Why it survived every check I ran.** Nothing downstream complains. The release is
public, Latest flipped, 11 assets, counter decodes, tag == main == tested sha — every
verification I had passes with the board unfinished, because they all measure the
ARTIFACT and the miss is on the BOARD. I even reported the arc closed. The step's
title and bulk are about pre-publish timing, so its post-publish sub-bullet reads as
epilogue.

**How to apply:** **Correct diagnosis matters here.** The verb WAS documented — I skipped a written
step, I did not find a doc gap. doyle's report framed it as "the runbook should carry
it explicitly"; measuring the file first showed it already did, so the fix was SHAPE
(headline the two-sided nature; anchor forward from the publish step), not addition.
Had I taken the framing, I would have added a duplicate step and left the real cause —
a straddling step read as discharged at its loudest moment — alive.

Generalize: before an irreversible action, split any straddling step into two ticks and
name the post-action half out loud. After it, re-read the step from the top rather than
from where you left off. The rule is not "remember the verb" — it is that a big event
