1. #16 PROJECTS: precondition ONE-THIRD satisfied — gossip carries project NAMES (freshest 8, REQ-GOSSIP-ADAPTER-PROJECTS) but activity DATES are not on the wire and how-to-fetch guidance exists nowhere. Shipping the third would read as done (stub trap). Stays deferred; needs: dates on the gossip wire + fetch-guidance source, then it is one category lane.
2. #17 FILE_ACCESS_HELPER: blocked-by #246 (endpoint-to-endpoint file transfer — no product method exists; xfer machinery is rc-scoped). Category ships one lane after #246 does.
3. #11 exception (c): flag spelling/payload shape divergence vs the ratified now-signal text (CONTEXT.md 2026-07-29). Recommendation: shipped plain-string flags STAND (consumed in the field, simpler contract); CONTEXT amended by replacement. Needs operator word because the text is grill-ratified.
